Kelley Rutchena

As Director of Entitlements, Bay Area & Sacramento, Kelley Rutchena is an integral member of the Bay Area Property team at The True Life Companies. Kelley directs the project entitlement process with each jurisdiction, community and property owner and oversees due diligence prior to each project onboarding. She is also responsible for sourcing and identifying potential real estate opportunities that are consistent with the Company’s acquisition parameters and the Bay Area business plan. She conducts research on specific properties and the market, and vets acquisition characteristics of target properties. Kelley fosters effective relationships with local representatives in the marketplace including brokers, property owners and associated consultants and city staff.

Kelley’s background includes ten years in the mortgage and real estate industries, and over 7 years in capital management. Starting her career in the mortgage industry she served six years with Jacinto Mortgage Group, before going on to work as a REALTOR for four years in Pleasanton and Danville. She gained a clear understanding of real estate contracts, financing, negotiations and research. More recently, Kelley was Director of Client Services with Millie Capital Management Services, where she managed a high net worth client base, performing audits, maintaining portfolio management, and preparing a variety of wealth reports for the company’s largest clients. 

Kelley earned her Bachelor of Arts with an emphasis in Leadership and Organizational Studies at Saint Mary’s College. She is a licensed real estate agent in California and lives in the East Bay. Kelley has a daughter and two sons. She loves football, music, and almost any outdoor activity, particularly hiking and boating.
